Article 90 establishes the parent-born route.
The constitutional category turns on a Salvadoran mother or father, not on residence in El Salvador. Registration is the administrative step that places the foreign birth into the Salvadoran family registry and produces the Salvadoran civil record needed for later identity documents.
Nationality status and the evidence used to document it are related but distinct questions. The Constitution supplies the rule; the Ministry, consulate, and registry control the current procedure.

Make the parent-child connection unambiguous.
Lay the applicant’s foreign birth certificate beside the Salvadoran parent’s birth and identity records. Compare every given name, surname, date, and place. A missing surname or unexplained married name can interrupt an otherwise straightforward route.
For an earlier Salvadoran ancestor, do not assume Article 90 lets the applicant skip the intervening parent. Determine whether that parent must first document and register their own status before the next generation proceeds.

Registration and identity documents are separate steps.
After the birth is registered, verify the issued record and ask the responsible authority which Salvadoran identity or passport process applies next. A constitutional claim does not by itself replace the civil registration or the separate identity-document requirements.

Questions to resolve before you act
Who qualifies under Article 90’s parent-born rule?
Article 90 identifies people born abroad to a Salvadoran father or mother as Salvadorans by birth.
Can an adult register a birth that was never recorded in El Salvador?
The Foreign Ministry describes a route for registering family-status events that occurred abroad. The receiving office should confirm the procedure and evidence for a late or adult registration.
Must both parents be Salvadoran?
No. The constitutional wording refers to a Salvadoran father or mother.
Can I file from outside El Salvador?
The Foreign Ministry says the event may be registered through the corresponding or nearest Salvadoran diplomatic or consular representation.
What records does the Foreign Ministry list?
Its current regional-office guidance lists the original foreign birth certificate, original identification for both parents, and original birth certificates for both parents.
Does a Salvadoran grandparent automatically create a direct application?
Not necessarily. An earlier-ancestor case may require the intervening parent to establish and register their own status first. Confirm the sequence with the responsible office.
